NORFOLK, Neb. -- After months of investigation, the City of Norfolk, its police chief and two high-ranking officials appear to have reached settlements leading to their departures.

The Norfolk City Council agenda for Monday’s meeting includes motions to consider agreements between the City and Chief Don Miller, Captain Chad Reiman and Lieutenant Josh Bauermeister. The agreements include requiring Miller to retire and the other two to resign from their posts. The agreements include six-figure payouts to each of the police officials.

The situation dates back to August when the city placed Miller and Reiman on administrative leave. At the time, a city news release said the leave was not disciplinary and should not be interpreted as a pre-judgement of any kind. An update released in September said that Bauermeister was placed on leave, too. It also said the investigation was being handled by a third-party and regarded allegations about the work environment at the Norfolk Police Division.

According to the proposed settlements included in the council agenda, the city is releasing the trio from all liability related to the investigation and allowing them to leave in good standing. As part of the proposed settlements, the city would pay $408,000 to Miller, $250,000 to Reiman and $150,000 to Bauermeister. Each side will need to pay their own attorney fees. The three police officials would need to retire or resign by the end of the year.

The settlements must be approved by the city council in order to take effect.

Lieutenant Brian Tighe and Captain Mike Bauer have been serving as the interim management team while the others have been on leave.
