NORFOLK, Neb. - Plans are moving forward for development of a small apartment building in south Norfolk.

The city council voted unanimously Monday night to give final approval to change the zoning of three lots on S 3rd St. from I-1 industrial to R-3 residential. One of the properties is the existing 16-unit apartment building next to the Mint Bar. The new owner wants to demolish a vacant duplex to the north, build a six-unit apartment building in its place and provide additional parking.
