KEARNEY, Neb. — The former longtime city manager in Kearney is looking to enter into county politics.

Mike Morgan announced his candidacy Friday for Buffalo County Commissioner in District Five, which covers the west side of Kearney. Morgan served as city manager from 2005 to 2024.

“I am running for Buffalo County Commissioner to continue serving the community and area that has given me so much,” Morgan said in a statement. “Buffalo County is well-positioned for the future, but continued success requires thoughtful planning, responsible financial management, and a commitment to maintaining the quality of life our residents expect.”

Sherry Morrow has served multiple terms as District Five commissioner and has filed for reelection in 2026. Both Morrow and Morgan are registered as Republicans.

“As County Commissioner, I will focus on maintaining fiscal discipline, supporting infrastructure and public safety, and ensuring county government operates efficiently and effectively,” Morgan said. “I look forward to listening to residents and working alongside fellow commissioners to serve the best interests of Buffalo County.”

Over Morgan’s time in the top unelected position in Kearney, the city’s population grew by 17 percent while maintaining the lowest property tax rate of any first-class city in the state. The University of Nebraska-Kearney, the city’s hospitality district, and a new tech park each saw massive expansion over that 19-year span.

“I believe my experience will enhance Buffalo County’s ability to advance toward excellence while improving efficiency and delivering more responsive, effective service to its residents,” Morgan said.
