Randolph requests help from NRD, faces setback
The Lower Elkhorn Natural Resources District in Norfolk denied the city of Randolph's request for more funding for bridges to prevent flood damages in the city, Thursday.

RANDOLPH -- The city of Randolph faced a setback in its efforts to decrease flood risks and costs, Thursday. The city requested more funds from the Lower Elkhorn Natural Resources District in Norfolk.
"More than two thirds of the city is in a flood plain designation," said city administrator Jim Benton. This means housing and buildings require high flood insurance costs. To make living and building cheaper, he wants to build more bridges. But, the NRD council voted 8 to 5 against the more than-a-million-dollar increase requesst.
"We'll find a way to finance it," said Benton, calling himself an optimist. "There's always a way."
