NORFOLK, Neb. -- The city of Norfolk has approved a Highway District for parts of Highways 81 and 275.

After being introduced in May, the overlay completed its process of being approved by the council on Tuesday.

The proposal was met with some concerns, over the overlay's aesthetic and beauty requirements and conditional use permits along with parts of Highways 275 and 81.

Many on the council expressed their concerns these factors could prevent current businesses from selling or new ones from investing in the area.

However, council members' opinions did not change from June's earlier meeting, as the 5-3 approval saw the same members vote for and against as they had in previous meetings.

Those voting against were Frank Arnes, Shane Clausen, and Kory Hildebran.
